在用户目录.cargo目录新建config文件，把以下配置复制到文件中

registry = "https://github.com/rust-lang/crates.io-index"
replace-with = ‘ustc‘
[source.ustc]
# registry = "git://mirrors.ustc.edu.cn/crates.io-index"
# 如果所处的环境中不允许使用 git 协议，可以把上面的地址改为
registry = "https://mirrors.ustc.edu.cn/crates.io-index"
