我自己最后的解决方法，虽然还是弹出那个提示来。但是程序可以正常跑起来了。我的问题就是 这个Android SDK Buil-Tools 29没有安装，安装上，再打开模拟器还会报那个错误。但是程序可以正常跑起来

这个问题是因为安装了dock 又安装了android studio引起的。需要win10 安装1809版本以上。说白了就是安装最新版最好了。

win10 安装更新非常的慢 3个小时左右 甚至更久。。。。要有耐心和时间
